Community Infrastructure Levy (CIL)

We are currently producing the Local Development Framework (LDF). A key part of the LDF is the Core Strategy which sets out the key issues that the district council and its public and private sector partners need to address across newark and sherwood over the next sixteen years.

The Core Strategy was adopted at full Council on the 29th March 2011 and it sets out a vision, a series of objectives and a number of policies to deliver them.

Growth within the district needs to be supported by additional physical and social infrastructure to cater for an increased population and also to improve existing facilities. We propose that strategic infrastructure, which has been identified within the Infrastructure Delivery Plan (IDP), will be secured through a Community Infrastructure Levy (CIL).

We define strategic infrastructure as improvements to the highway network which are required because of the growth of the district up to 2026, and which cannot be attributed to the development of any one site, and contributions to a secondary school where the location of growth requires additional secondary school provision.

Regulations for CIL came into force in April 2010. CIL charges will be based on the size, type and location of the development proposed.

On 20th September 2011 the Newark and Sherwood Community Infrastructure Levy (CIL) Charging Schedule, CIL Instalment Policy and Regulation 123 List of Schemes to be funded by CIL were approved by the District Council.

The Charging Schedule and Instalment Policy came into effect on the 1st December 2011 and can be viewed here along with the forms that will be required to be completed as part of the planning application process.

In addition copies of the CIL Charging Schedule and the Regulation List of Schemes to be funded by CIL are available to view at the following locations:

  • District Council Offices at Kelham Hall (Monday to Thursday 8:45am to 5:15pm, Friday 8:45am to 4:45pm); and

CIL Service

Newark and Sherwood District Council and HEB Chartered Surveyors have entered into a partnership to provide other Authorities with a 'one stop shop' covering all aspects of CIL adoption from inception to Examination

CIL Examination

The CIL Charging Schedule went through a number of production stages prior to its approval in September including an Independent Examination.  This took place at Kelham Hall on the 20th and 21st July 2011 and the Examiner's Report was received on the 19th August.  You can view the CIL Examiners Report here.
