Submitting a planning application

There are two ways to submit your application and pay your fees to Newark and Sherwood District Council via the national '1App' system over the Internet, or by completing paper forms.

Apply online

Applying online saves the expense and hassle of traditional paper applications. Most '1App' planning application forms are available online via the national planning portal.

They can be completed and submitted online together with the necessary documentation and the correct fee. The planning portal also provides up to date information on all planning fees.

Paper forms

Most '1APP' planning application forms can be downloaded via the Planning Portal website and then posted back to us with the necessary documentation and payments. Alternatively paper copies of the forms are available from our planning team on request.

Plans

It is important that you provide accurate drawings with sufficient detail to illustrate your proposal to both the council and the general public. These must be to a recognisable metric scale.

There are requirements for what must be submitted as part of a planning application. These are set out in the council's adopted validation checklist.

Fees

Most applications need a planning fee. The decision to charge for planning applications has been made by Parliament and therefore the scale of fees is the same throughout England and Wales.

There are some exemptions to fees such as:

  • When the work is to provide facilities for someone who is registered disabled
  • When the application is for Listed Building or Conservation Area Consent
  • When you had an application refused and are resubmitting for a similar proposal on the same site within 12 months
  • An application to vary one or more conditions on an approval made within 12 months
  • When you withdrew an application for a similar proposal on the same site within the last 12 months
  • When permitted development rights have been removed and the proposal would normally be permitted development
  • Where there is an Article 4 Direction removing permitted development rights for certain works

How can I pay my planning fee?

The fee should be paid at the time the application is submitted. If you are applying online, the Planning Portal will direct you to pay the fee before the application is forwarded to us. Payment can be made by credit or debit card by contacting us on 01616 65000 or by submitting a cheque with covering letter to Newark and Sherwood District Council. You can also pay by cash by visiting the council offices.

If you applying by post or delivering your application to us, you can pay by cash, cheque or by debit card. Cheques should be made payable to Newark and Sherwood District Council.

Validation Requirements

All applications must be accompanied by the relevant validation checklist.

Consideration of planning applications can be delayed until the appropriate information has been received. This section offers guidance on the type of information that the Council is looking for in a full application.

Specialist matters

When it is necessary to show joinery detail, especially in the case of listed buildings, plans should be to a scale of 1:5, 1:10 or 1:20.

Where archaeological sites are involved, full details of below groundwork (including services, foundations and their method of excavation) should be shown.

Location plans

A location plan must be provided for all applications. It should normally be based on an Ordnance Survey 1:1250 scale map or, if necessary, 1:2500 scale in rural areas.

The site must be outlined in red and any land in the same ownership in blue. It is also helpful if public rights of way are shown in brown.

Floor Plans

Floor plans should be to a scale of 1:50 or 1:100.

  • Each floor plan should establish the layout of any new or revised areas and show the relevant uses for example bedrooms, kitchens and lifts.
  • The floor plan to show new revisions to an existing roof or to illustrate a complex roof will be required
  • In buildings where the public have access, including shops, work places and facilities for disabled people should be shown and described in the drawing

Elevation/Section

Elevations should be to a scale of 1:50 or 1:100 and include details of the type and colour of external materials

  • Drawings showing elevations in the context of the street scene may be required to show the integration of the proposed design. This may also be achieved by three-dimensional drawings. These will be especially relevant in the conservation areas and near listed buildings.
  • Sections through your site and adjoining areas with relevant elevations will be necessary in some circumstances. This may be where a proposal is close to the boundaries of the site or there is a significant slope.

Community Infrastructure Levy (CIL)

Community Infrastructure Levy (CIL) may be required to be paid if planning permission is granted for your proposal.  CIL Form 1 Form to Accompany Planning Application Form [21kb] must be completed and submitted with your planning application.

Validation and registration of planning applications

When we receive a planning application we must check that it has all the information we need. This is the validation of the application and is the first part of the application process.

All applications must be submitted with certain information which is known as the "National" Requirements and "Local" Requirements list.

National Requirements are set out on the planning application forms. Our Local Requirements list identifies additional information that we require for different types of planning proposals.

This list has been the subject of formal consultation and has been adopted by the District Council. Failure to supply the required information for relevant proposals will result in your application not being validated.

In order to make sure you have all the relevant information with your application, we would strongly advise that you discuss your proposal with us prior to submitting the application.

Pre-application discussions will also help to identify and resolve any issues which may come up during the applications and consequently mean a decision can be secured more quickly.
