District Council launches new partnership to strengthen environmental enforcement

Newark and Sherwood District Council has this week launched a new partnership with 3GS, an environmental enforcement company, to further strengthen efforts to keep local streets, parks and public spaces clean and safe.

3GS, which works closely with local authorities across the country, will deliver a comprehensive environmental enforcement service on behalf of the District Council. Their trained enforcement officers will patrol known problem areas across the district seven days a week, for 12 hours a day, helping to ensure a consistent and highly visible presence.

The officers will issue Fixed Penalty Notices (FPNs) at the time an offence is committed, or as soon as possible afterwards where appropriate. They will also manage payments and respond directly to any appeals relating to the issue of an FPN. Officers are also allowed to ask someone for their name and address if they believe an offence like littering has taken place. Refusing to give these details, or giving false information, is an offence in itself. This helps ensure officers can deal with issues fairly and follow up when needed.

As part of the service, 3GS officers may be directed to specific hotspots and will cover all areas of the district, including key urban and commercial locations in Newark. Their remit includes tackling littering and dog fouling, particularly around parks, fast-food outlets and other known problem locations.

Any income generated through environmental enforcement will be reinvested into environmental-related expenditure within the district, helping to further improve local areas for residents, businesses and visitors.

The partnership reinforces the District Council’s commitment to cracking down on environmental offences that blight communities, such as littering and dog mess, and supports the work already being carried out by the District Council’s own enforcement and protection officers.

Councillor Paul Taylor, Portfolio Holder for Community Relations and Public Protection at Newark and Sherwood District Council, said: “Keeping our district clean, safe and welcoming is a priority for this Council, and this new partnership with 3GS strengthens our ability to tackle the behaviours that undermine that. Residents, businesses and visitors deserve public spaces they can take pride in, and by increasing our visible presence on the ground we are sending a clear message that environmental offences such as littering, and dog fouling will not be tolerated.

“This collaboration will not only help us address problem areas more effectively but will also support the excellent work already carried out by our own community and environmental protection teams.”

Eoin Henney, Managing Director of 3GS, said: “We are proud to be launching this new partnership with Newark and Sherwood District Council in support of their commitment to tackling environmental crime and protecting local communities.

“At 3GS, we believe everyone deserves clean, safe and well-maintained public spaces. Our role is to support the Council through fair, proportionate and highly visible enforcement that helps deter offences such as littering, dog fouling.

“This partnership is about more than enforcement, it is about education, behaviour change and ensuring residents can take pride in their local environment. We look forward to working closely with the Council and the community to deliver a positive and lasting impact across the district.”
